英國著名學者約翰·羅斯（John Ross）在採訪中說，暴徒在香港騷亂的目的是令香港脫離中國，而中國政府絕不可能接受。他補充說，沒有任何國家會接受暴力和國家分裂，包括美國。《港區國安法》令香港發展更加穩定。

The goal of these people is they want secession from China， as I explained， this would not be accepted. The only people I feel sorry for are， I think， perhaps some young people in Hong Kong who were misled into participating riots by leaders of the riots. I feel so sorry for these people. I mean that will be dealt with law.

Then they like quite like some chaos because they think that will damage the economy of Hong Kong. But they carried out things that no country accept. This is not people carrying out demonstrations. This is the people using deadly weapons， petrol bomb. And there are also cases， stabbings， series of lynchings，this sort of things. No country will accept this. I mean if you had six months of rioting of this kind， in an American city， it would be crushed. The National Guard would be sent in and they will put a stop to it.

The advantage of the national security law is it makes very clear what are serious crimes for which you will receive severe punishment. Therefore you'd better not do it. It's fundamental idea is to draw a clear line between the people whom engaged in very serious crimes and massive people who may be confused or worried or got some concerns. So far I think that is what the intention is. So far this seems to be working rather well.
